So I wrote them another letter today saying I am going to call the police if this continues. Thanks everyone. It really helps. The problem is these buildings are triplex and we have different landlords. Besides, these days the landlords are so bad. We lived here for a while and the rent is much lower than the recently-moved in neighbor. The landlord wants us to leave and will be so happy to hear we're having a hard time.
