Long time ago, people were supposed to move on Jan 1. Because usually the contract was from Jan 1 to Dec. 31. Then they found out that it was rally hard to move at that time since it was a white world usually. 真正的原因是:Montreal有个古老的BYLAW,内容可到市府查到.
