As far as I know, if you are not a Quebec resident， the tuition fee will be higher, and you can not apply the provincial govenment Loan and Bursary.
BTW, Diploma is not a master program. "Graduates of the Diploma program will obtain qualifications similar to those of graduates of the Bachelor/baccalaureate of Computer Science program."
