If your parents will come to Canada again, with the record of visited Canada, it should be easier to get a US visa in China, but if you don't think they will come to Canada again, you can have a try.

I had the experience in applying for U.S. visas for my parents. The U.S. consulate officer seemd unhappy and asked why you didn't apply in China since it is hard for them to evaluate the materials here than those officers in China. Here they can hardly check the validity of your documents.
Finally, the officer gave a 3-month single-entry visas to my apparents (now usually the visa is for a year and multi-entry) and told us for the next time, my parents must apply for U.S. visas in China.
But the true reason is that my parents had been to U.S. twice and each time they only stayed for 1 or 2 months. So the officer said: "Based on your parents' very good visiting records, I will make an exception this time. But please remember that it is impossible for the next time."作者: jenni 时间: 2005-9-12 16:39

我的问题 是,我老公在美国工作,我想以他的名义申请我公公婆婆,去美国旅游和看他。你们看,表上问去美国的地址和看望的人,我该怎么写,或者不提,就当他在这边工作(已是加国公民)。权当老人参加旅游团,提供些我们的银行证明,及公民卡复印件,签证官会怎么问,还有什么资料可以提供,真希望能批。

At that time, my parents wanted to go to US to visit my sister, and my sister provided all the necessary documents. But in fact, the consulate officer even did not want to have a look at these documents. The officer thought that since your parents are Chinese citizens, they should apply for US visas in China.
Anyway, I think you can have a try and maybe the chance is 60%. $200 USD is not a big amount.;)
