.WDL file can be one of the followings:

1.Windows XP Watchdog Log File, use notepad

2.3D Game Studio Window Definition File (this one is free, http://www.genesis3d.com/)

3.3D GameStudio World Definition Language File (this one you pay for, http://conitec.net/)
