在白天行驶的车道上,经常看到对向车有的开灯有的没开灯. 不知白天对车灯有否管制的条文?

It is illegal, but very rare to see police stop those cars and give fine (that means most of drivers will not be caught just because of the day time light off). By the way, a lot old cars do not have day time light, that another reason the local police don't care.
