跟家庭收入有关系吗？还是个人的上年收入有关系？

如果另一个人一边工作，月收入1千多地，你就没有BUSRY了，但是学费还是有的。这里是富人养穷人，你有收入就自然没有补助了

You are right. But the government will decrease the bursary while increase the loan: bursary+loan=constant.

A friendly reminder: select education program wisely and time is the most precious thing for us.
