In docment T1-M, it says:
---------------
Did you move to Canada?
You can claim eligible expenses for a move to Canada if you are a full-time
student (including a co-operative student as described on the page 3), or a
factual or deemed resident as defined on this page.
Factual resident
You are a factual resident if you keep residential ties in Canada while
living or travelling outside the country. For information, get the pamphlet
called Canadian Residents Abroad.
Deemed resident of Canada
You are a deemed resident if, at any time in the year, you live outside
Canada, you do not keep residential ties here, and you are:
- a government employee;
- a member of the Canadian Forces;
- a member of the Canadian Forces overseas school staff; or
- a person working under a Canadian International Development Agency program.
If you are the spouse, common-law partner, dependent child, or another
related person of a deemed resident, other rules may apply. See "Are you a
deemed resident?" in the General Income Tax and Benefit Guide for Non-
Residents and Deemed Residents of Canada.

Found this in T4055 Newcomers to Canada:
-----------
Moving expenses
Generally, you cannot deduct moving expenses incurred to move to Canada.
However, if you entered Canada to attend courses as a full-time student at a college, university, or other institution offering post-secondary education and you received a scholarship, bursary, fellowship, or research grant to attend that educational institution, you may be eligible to deduct your moving expenses.

it can deduct from your tax, as a new immigrant, you do not report any income tax, so it can not used to deduct from your tax.作者: Leikunwei 时间: 2003-3-19 22:14
If you move from one place to another more than some distance, for employment, you can declare your moving expense. and get a tax deduction.
