因为那时刚过来，也不知道，但是那年交不了少的学费（12000），现在还能再申请这个CREDIT吗？

yes, you can ask fo adjustment for prior year

Remember claim tuition fee current year even you dont need them in the year you claim. Otherwise you have to make adjustment year by year.
