标题: file administration charge 是什么费用
新搬的家，收到hydro Quebec的账单，有一项file administration charge 20刀，这个是什么费用?档案管理费？还是去网上改地址的费用？记得另一个房子的时候第一次账单没有这个费用啊？

it is for setting up an account. If you has it before, then they should refund you.
