It is called re-finance . You can go to bank to ask them to do evaluation and see if your property's value is up.

另： TO hulala，好象不需要交BREAK mortgage 的罚款吧！

我觉得楼主说的是申请home equity line of credit[URL="http://www.mortgageloan.com/home-equity-line-of-credit"][/URL]跟re finance不太一样。
