Some cheap winter boots have rubber bottoms, mostly kids'.  Check cheap shoe stores.

I've just seen some nice rubber boots(female+kids) at CROCS at 1359 Rue Ontario Est, a  lot nicer and not on their website.  Believe many other stores in Montreal, see http://www.crocs.ca/home/homepag ... pc_CA_brand_brandFR

If u're looking for cheap Spring rubber boots, wait till after new year and check out:

2.  Chaussures Pitt Ltée, many stores.
