我没看出来哪是Cheats啊， 如果一个在幼儿园上班的人，把孩子送到另外一个幼儿园，这是自然合理的， 怎么是“cheat”呢？

This is some kind of cheating... You must know that you have to give you SIN on the receipt.
So SIN A is taking care of child of SIN B, and SIN B is taking care of child of SIN A. That's absolutely ridicuous.

You don't have any Quebec work experience, but you do have Quebec cheating experience...
