I applied it 2 years ago, as a foreign student with China passport, not PR. It's really simple. No interview required.

Go to UK's embassy website, fill all the forms. Then bring all required documents to an agency in Ottawa. (it's listed on their website). The agency will make sure that you bring everything required. Once it's done, you just leave all the documents there. The agency will send them to some place (might be the embassy). You will get your visa after several weeks.
