我是联邦移民,去年四月仅在温哥华呆了几天就回国工作至今，如果我想到蒙城读书，不知我是否可以在蒙城住满三个月后，申请学习补助？

我从http://www.afe.gouv.qc.ca/ 下载的文件上获知申请条件：“You have been residing in Québec for at least three months and have not resided in another Canadian province for more than three months.”

像我这种情况,应该不算resided in another Canadian province吧?

Since you landed in Vancouver last year, you will have to be considered as BC resident.

Try to get loan from BC.

you can apply for L&B after you arrived in Montreal three months. you cannot act as BC resident. you can prove your passport and air ticket to show that you are not living in outside of Quebec more than 3 Months.

As I knew, some friends of mine could not be treated as a quebec resident like you even though you just stay in Vancouver for a while and you will stay in montreal for three months.
"have not resided in another Canadian province for more than three months" does mean your staying out of Quebec would be same sense for them. Good luck.

they changed the police already, you can't apply l&b from quebec,but, as they said ,you can apply loan from  BC provience.
