I think you don't need to worry about it, since the rule I am talking about is just for Canadian resident. If the applicant is not a Canadian resident, he/she can choose any consulate as long as he/she have the valid reason to apply a visa not is his/her residency countries.

As for the 156 form, I don't quite understand why you can't send it out. I got my visa in August, at that time, the 156 form was sent out, and I also require to have a copy with me, which must have a barcode on it to be valid.& Q+ z$ I6 B/ A+ j9 r
