你可去公立英语也可去公立法语学校. 你须要申请CAQ, 然后带个人证件去所在区学校办理入学手序. 如果你已有医疗卡, 她可已申请医疗卡.

Hi, I called the Medical Ensurance Center(maybe name is not appropriate) to confirm that: People with visitor visa are not eligible to apply medical ensurance card unless you have working permit for about six months or you have receipts of your application for permanent resident being processed from Quebec and CIC.

if you or your husband are postdoc, your daughter can to go the English public school without CAQ and apply the medical ensurance card but only after she applys the extention  in Canada more than half year.

Yes, a work permit holder or PR can apply for a medicare card. Visitor visa is not eligible for that.

I think this situation is similar to that parents coming to visit you but they don't have any benefit.
