i have a friend who is new immigration.
he is going to montreal now.he worried that whether
he can receive the full loan and birtheryif he
going to enter the univeersity.
but the qustion is he can't stay here up 3month
in one time,beacause he need  to back china for
several month for his job.

According to what I know, you friend is not eligible for government financial assistance if he can not satisfy the requirement to be a Quebec resident.  Check this website, you will find many helpful information about your question.
