You are eligible under the Loans and Bursaries Program if:

• you are a Canadian citizen or a permanent resident, refugee or protected person within the meaning of the Immigration and Refugee Protection Act
  
• you are a Québec resident or deemed a Québec resident at the time of your application
  
• you are or will be admitted to an educational institution recognized by the Ministère de l’Éducation, du Loisir et du Sport
  
• you are pursuing or deemed to be pursuing full-time studies in a recognized program
  
• you have not exceeded the number of months for which financial assistance may be awarded
  
• you have not reached the debt limit established for your level of education, type of degree or program
  
• you do not have sufficient financial resources to pursue your studies
  

Please note that you are not eligible for the Loans and Bursaries Program if you are serving a prison sentence.

If you and your spouse are both students, only one of you may be deemed to be a full-time student in a given award year.

最后这一句是不是表示夫妻如果都一起读书，只能有一人可以申请Loan and Bursaries呢？另一人就只能全部是Loan?

不知为什么，以前没有人问过这个问题，最近常看到。而事实是我的一对朋友夫妇上了三年学了，一个魁大法语一个康大会计，什么也没有影响。希望我们和他们一样。

be deemed to be a full-time student 的意思是不是真正的full time而是那种虽然是part time但被认定为full time，也就是比如说孕妇或者小孩6岁以下的那种。

整个的意思就是，如果夫妇双方都读书，其中只有一个人be deemed to be a full-time student ，另外一个人必须是真正的full time
