老弱伤残家庭护理援助计划

如果你家有(或你自己是) 老弱伤残，需要洗澡/吃饭/穿衣或其他家务的帮助，或需要特别护理，可以使用这个 [color="Red"]Direct Allowance Program - Service Employment Paycheque 的援助计划。

这个计划分为两个部分。首先是你自己(~雇主) 的 Direct Allowance Program，另外是提供服务的人(~员工) 的 Service Employment Paycheque 。真正付款的雇主是 . . . 政府吧 . . . . xyz的政府部门，不查了. . . . 都是纳税人的钱。

I'm not 100% sure, but believe:

During 2009, the government closed down all "~long term care" facilities. This program is one of the resources developed to take care of those who [color="Red"]live at home and need long term help, but not serious medical assistance.

U need to be [color="Red"]assessed and approved by Centre de sante et de services sociaux (Health and social services center) [color="Red"](CSSS).

General requirements:
-  U live at home,
-  u need help for certain activities such as bathing, eating, dressing or doing your household chores,
-  u need special care.

In addition:
- your state of health is stable,
- u need long-term service,
- u are able to assume management of your services, alone or with help from friend/family.

CSSS will establish an intervention plan specifying the # of home care service hours u are entitle to.  U can choose the person who will provide the home care agreed upon at the time of assessment by the CSSS.

If u don't know anyone, CSSS can assign a person to temporarily help u.  In certain regions, support organizations have been set up for this purpose.  I don't have details.

This program aims to prevent exhaustion among family members.  Hence, family member/~roommate/~housemate is not preferred.  However, if such is your choice, u  can try to get approval from CSSS.

Assessment here, registration there . . . . . . la la la . . . . all with CSSS.

Afterward, every 2 weeks u fill out the Social Component Form (~approval for payment) dually signed by your care giver. Sent it in, then government put $ directly into your care giver's bank account.

** Your care giver may work only as part time but is entitle to vacation/sick/parental leaves, etc. Same as regular workers.

U can reference a government leaflet "Information for Persons Providing Home Care Services to a Handicapped or Frail Person" on possible works to be done. I can't find it, sorry.

- U get paid more higher than the legal minimum wage,
- Sign the "Social Record" on days/hours u worked for the 2 weeks prior,
- get vacation/sick/ . . . . /termination notice same as everyone else,
- u pay EI, all the tax deductions(RRQ/RQAP/etc) like everyone else.

Every 2 weeks the Service Employment Paycheque Processing Center (CTCES) will make a direct deposit into your bank account.

This program could be a possible source for starting a Small Business.  I don't have further details.  I once talked with a friend in the cleaning business on this.  She considered small home clienteles too tough a business to be in.

There are one or two private companies in Montreal, the one in West Island belongs to a US chain in providing home care.  Can't find details now.

For any of u who are interested in providing the service, I can't help u neither.
