Hi, I am a newcomer in Montreal, and have heard of opposite opinions about Concordia University. Its undergraduate entrance level is very low, according to Macleans magazine. However, its graduate students from the ee department,  with the Phd titles are associate professors in some good universities, such as University of Western Ontario, University of Victory, and so on. Does it mean that the department will focus mainly on graduate education.
