If the cartons are intercepted by the Post Office, they WILL BE confiscated because they are "illegal imports".  Each province has its own tax law and Quebec cigarettes are not legally taxed to BC Law.  IN THEORY, Post Office may contact RCMP who could follow up on the sender to check if the sender is involved in smuggling.  The problem here is - we don't have inter-province customs.  Yes, it is weird but that's the law.

Simple solution, send the cigarettes to me.  Happy new year!!
