those are good questions, however you don't need to worry too much about them.
For the first question, it depends, different fields may have different qualification requirements. I'm not expert on trainning program.
But as I know, some trainning / edcucational programs are mainly for Quebec licences, for example, nurse. While outside Quebec, you may be not eligible for registration automatically.
But since Canada is a united Federal country, most of the trainning or education background in Quebec would be accepted conditional or unconditional in other regions of North America.
So, don't worry too much about how far a certificate/diploma would be valid.
For the 2nd question, theoretically, you may attend as many programs as you like. But when you were a full-time univ. students (4 courses or more per semester), what's more, if you want to get a high GPA and improve your skills, the learning workload is usually heavy than you expected. So, I don't think you can divide yourself into several programs, because you have to devote yourself into one each time.
