An oral pact is a pact too. Police here has a different role to their peers in China. If somebody is stealing or robbing you, police will interfere. But if you have an auguement with others, such as somebody loaned your money and refused to pay back, or cases like this that somebody refuse to pay the rent,  you have to go first to judge, or some commitee, or some regie, such as Regie du Logement (Rental Board).

So the best way is to handle the issue between you two. Just give him 2 weeks or so first. If you call police and police comes, the police may help you to settle it, but they cannot force the guy out of your apartment.

The guy has his furniture in the apartment, and the key. How can you explain that? What do you expect police or a third part to believe? Since the poster has an upper hand in this case, just try to settle the arguement by some easy way. Trying to hide or manipulate facts is not a good idea.

Did I ever say to twist facts? Stop put words in my mouth would ya? Tell the cops I want him out, I do not give him permission to live here anymore, he can pick up his things later.

Guy, I won't argue with you. But did you ever call police before? I did. Before or during 911 sending officers, they will ask details such as if you know him, if he breaks in or not, if you two had a pact before, etc. I don't know how you would explain. You can "tell the cops" whatever you want, if they come, but may I doubt the police's response.
