Looks like the circuts gone, as long as the disk
is not damaged assuming you didn't shake or drop
on the ground or something like, you can send it to some kind of
company who can disassamble and resassamble for
you to recover the data. They usually charge you
in sky high. So if the data is not so important,
just forget it.
Usually yes, you no long can use it unless you
can swap the part. Say, you pull the disks from
the other dead hard driver and switch back to
the one electronically dead.
If the disk still under warranty, you can get
a new one from manufactuer. I got one back when
disk fried like yours.
