I have a rent collection problem with one of my tenant, who always said I would give you tomorrow. When I went to his house, either no person at home or a reply "tomorrow".

1. How can I deal with that situation?
2. According to the lease, his 3-week late payment will result in the resiliation of the lease. What does the "resiliation" mean? Does that mean I can open his house and throw his belongs out?
3. If I follow the legal procedure, (1) I call police? Or (2) I go to the arbitrary committee? When or how?
