I go to this court many times, last time I win the case. Like your friend will win because the increasing price is over 5%. But should be careful about the other things, like decoration of building of apartment.

楼上的大哥知道怎么上法庭打小型官司吗？我想告卖我车的dealer,那个家伙在合同上写的保险是没用的，找他时，他却说他的公司关了，他又开了一家新的公司。这帮家伙就想欺负我们新移民。实在咽不下这口气。

pictures are useless, you must to find the evidence about this case. I think you would better to ask some help from information in the regie du logement ( the same place as your court)
