Well, it seems to me Quebec rarely encourages its residences to study English, after all it is French Quebec, not English Quebec.

There are some high schools providing English courses, but few communities offer such service. I know there was a volunteer in Verdun, who taught spoken English at the community center, and the location is not far from the metro station. You can search old threads for more relevant information.
