No, it is not caused by Ball Joint, but by a broken CV boot. It costs around $40 to replace the boot.

find a parking lot to go around in a circle like a 8. If the sound always there, it could be the cv joint. If only some times make noise, it could be ball joint. My Honda Accord had the same problem before. After change the lower ball joint, it is fixed. good luck.
