You can do it and you have to do it yourself
it is very common that HP laptop with overheat CPU and noisy fans, you cannot afford to go to service
1) update BIOS
2) reduce power usage
3) disk clean and defragmentation make it more effient
4) I think you do have a side panel connected to the CPU fan, I heard that if you unplug and plug again, it might really works!!!!
5) if you do not know step 4, try a hard reboot, power off, take battery out, push the power button and stay for 10 seconds, and power up again
6) if you do want to clean CPU fan, you almost dis-semble all the parts, do not forget to replace the CPU compund.
