My sister will visit me to Montreal with tourism visa.

作为一个vistor，并且她愿意的话，可以参加驾照考试。但是，如果她原来没有驾照，并且想在这里考驾照的话，需要（经过笔试和路试）将近的一年的时间才能得到正式的驾照。

she probably won't have enough time to take the driving test.  in quebec, you need to hold your learner's permit (after writing her exam on theories) for a minimum of 8 months before you could take road test.  you sister's visitor visa will allow her to stay in canada for only 6 months.  what mtl160 said is also true, though.
