Can PostDoc apply for Quebec Immigration?

Hi ALL
I have a friend receive a offer from
a institute in Quebec as a postdoc.
Can he apply for the immigration when
he work in Quebec without leaving Canada? :confused:

He can apply for immigration while staying in Quebec by submiting his application kit to overseas post of Canada or Quebec Immigration.
