The "best" is to try it yourself first and evaluate what you need.
Rogers/Fido: in terms of network coverage, there is no difference between Rogers and Fido because they use the same network. The only difference is price plan and phone choice. I suggest you get a phone having GSM850/1900 capability in order to get the best network coverage.
Bell/Telus: I don't know much. I just know that they use CDMA and you can only use the phone that they sell in the store, not from anywhere else.
I'm not sure if Bell/Telus/Rogers offers the trial period but Fido has 15 days trial period. Even you sign the 2 years agreement, you can still cancel it and get the full refund (except airtime) within this 15 days period.
