去申请了。具体费用好像是根据你的房屋合同价格交一个立案费。

You do not have the permision to deposit your rent to Regie du logement. If you have any problems in your apartment, you should write a letter to your landlord to address these problems and give him/her ten days to fix. But you are not allowed to deposit your rent to a third party.
