There might be the problem of installation procedure you are
using. Usually, afer MS introduced w2k, the OS start not to
like each other. To install dual boot with W2K. Use this approache
to avoid the trouble.
1. Install W2K first, preferably on D: this will install your
boot load on C:\ in order to support multi-boot.
2. Install Win98, preferably in C:\. This is destroy the bootload.
You W2K will not boot afer this. Don't worry.
3. Install W2K again, choose "Repair" last installation. This will
fix the damaged bootload. Because only Windows 2k and NT
supports multi-boot bootload.
