ChouC: I just found a new item called "contribution fonds d'amelioration prog. locale" in my last month's bill, and I want to opt it out.
Guillaume: Unfortunately you can't.
ChouC: why?
ChouC: noboday asked me in the first place if i want to pay this!!
Guillaume: The Canadian Radio Television and Telecommunications Commission (CRTC) requires that all cable TV providers contribute an additional 1.5% of their TV income to support the Local Programming Improvement Fund, as of September, 2009. To meet this new requirement, Videotron adjusts the invoices to add the required 1.5% on the cost of your television services. ChouC: Is this is "stop TV tax" campaign?
Guillaume: No, those are two different things.
Guillaume: TV Tax doesn't exist yet. It's a project certain broadcasters have.

Guillaume: Yes, but it's not a «tax».
ChouC: providers like videotron...
ChouC: how can you just simply transfer the burden to us, the consumers
Guillaume: Videotron pays a big part of it, only a small percentage is paid by the customer.
ChouC: It's still 1.5% on my bill.
ChouC: not 0.1%, not 1.%
Guillaume: There's a bigger percentage that Videotron pays.
Guillaume: I understand your point. Unfortunately, it's impossible not to pay it.
