From the Ad online, the tuition in JFK should be free, but why they still charge like 240$ for one year study???  By the way, it's not for the books, you got to buy if you want books.  If they charge for tuition, then why people say the tuition there is free? I feel confused and wish someone could clear it for me, thanks.

One thing you are not clear. The tuition is free = 0$, because it's sponsored by government.

They charge 250, which is not tuition. It is service charge. Understand ?
