I received a letter and ask me to present in person to rental board because of 3 weeks' delay of rent.
what should i do? can anyone give me some suggestion?

I prepare the rent, but when the landlord came, i told him the hotwater is too slow, then he said he 'll send somebody to repair  and left .

what should i do if he did not want the rent just want me to move out?

A reasonable increasing rent is acceptable.

You have to pay your rent even there are some problems.

Finally, donot be too worry, rental board is always try to protect you, not landlord.

If I were you, I would rather go to the Régie du logement and open a file recoursing the landlord for his neglect of obligation of doing necessary and urgent repairs. In this case, you would at least get the minimum loss in that you may not need to pay the landlord's file openning fee for the case on your obligation of paying rents in time.

Do you know what kind of strategy I am using? Simple, converting the passivity you are undergoing to your own initiative. Finally, the landlord would achieve an agreement with you. Of course, all the above legal proceeding is based on the assumption that the problem with your apartment is/has been really necessary and/or urgent.
