Yes, i think you can. i just did like you. But i haven't jet received the dicision on my transfer.

Unfortunately NO. You have to get Official permanent residency from Immigration Canada. You can use your CSQ later on to prove you are Quebec resident to pay Quebec student tuition fee only after you get your maple card. But not now.
