从前面内容看,我理解:
1. 签证官很难判断来访者在居住国的状态,所以给到签证的机会比较少.
2. 从字面上看,并没有讲来访者一定不能在加拿大申请美国签证.
3. 查看过去的贴子, 来访者在蒙特利尔那到美国签证的比较少,多数拒签. 但也有取得签证的例子.
