5月份在VIDEOTRON的网站下了定单,安装CABLE,第二天收到电话约我在家等他们技术人员过来安装,但是等了将近一整天都没有人来,4点多又打电话去他们公司,他们说可能5点之前会到,或者第二天他们会过来.
但是第二天等了一上午还没有人来,电视上也没有信号,再打电话过去他们公司,他们说明天也就是星期一会派人来,但是星期一又等了差不多一整天还是没有人来,电视上还是什么都没有.
再继续打电话去投诉为什么浪费了我3天时间都没有人来,他们的人居然说，如果我想派技术人员过来我家的话,如果不是他们公司的问题,我将被CHARGE 69.99刀, 老婆一气之下决定取消这个CABLE的安装. 结果居然被告知如果想取消的话， 需要提前三十天通知他们,就是说即便取消了,也得给他们交一个月的费用. 我立刻回了一封传真给他们说这种政策不合理,我还没收到你的服务,怎么应该给你钱.
但是,过了一个月VIDEOTRON居然发了一个帐单给我, 包括一个月的CABLE服务费,CABLE的安装费用和从申请那天开始到等待安装这三天的CABLE服务费,总计将近90刀,感觉这种霸道行经实在不讲道理,找他们经理讲数也不好使.
请问这种情况怎么处理才好,实在不想付出去90刀FOR NOTHING SERVICE,有什么好的解决办法没有,有地方说理去吗?
是找地方投诉? VIDEOTRON公司恐怕是不行的了,跟他们经理交涉过,他说这是他们公司的政策.
还是上小额法庭? 大概怎么个上法? 时间消耗会不会很大? 或则是不是需要消耗更多MONEY?
请帮忙指点指点,应该怎么办才好?

我也是用VIDEOTRON的高速网,但是没遇到过任何问题,我2年前申请的,直接在网上申请,然后当天就有人打电话来确定,之后过几天就有人来装了(基本上10分钟就好了),没收任何费用,来安装的人说,开通费会和第1个月的费用一起算(一共100左右), 速度很快,而且最多1个月段1次(几分钟而已),下载速度最快到了1M/S , 没有流量限制(我们1个月流量快300G了), 我也有不少朋友在用但是也没发生过问题

    194.  If the consumer cancels the contract before the merchant has begun the performance of his principal obligation, the cancellation is effected without cost or penalty to the consumer.

  消费者责任：如果消费者在商家提供服务之后，商家仅能从消费者那里要求这样的费用：
a）已经提供服务的价格，按合同中规定的小时、每日或每周价格。

203.  The consumer may also, at his discretion, cancel the contract within a period equal to one-tenth of the intended duration of the contract, from the time the merchant begins to perform his principal obligation. In such a case, the merchant shall not exact from the consumer payment of any sum greater than one-tenth of the total price provided in the contract.

  消费者可取消合同（按一年的合同计算就是可在36天内取消），而且商家不能强求消费者支付超过合同标的总额的十分之一金额！

According to Quebec consumer protection act, you don't need to pay.

Refer to section 46 of the act. It states very clearly.

My suggestion is "DON'T PAY". My experience tells me that you do not pay, take it easy and forget it. TA will get nothing from you. If TA want to get money from you, TA has to go to court. Then you tell the trueth to the judge. Let judge decide if you should pay or not.

Here I want to mention that 1. we Chinese are too discouraged to challenge any person or any organization in Canada. If LZ were Quebecois, VIDEOTRON won't do anything because Quebecois won't pay any attention to TA.

2. Don't always care about your credit like this. I have some experience with BELL. I refuse to pay and BELL has to accept. BELL charged me from my credit. I called my credit company and told them did not pay. The credit company removed the payment. That is it!!!!!!! Recently, I pplied mortgage and it was approved. This is a good proof that I do not have any bad credit so far.
