I just called the Canadian Red Cross. I asked if all the money donated to the Canadian Red Cross for China Earthquake will be transferred to China. The answer is no. They will not send the money to China Red Cross or Chinese government agencies. The Canadian Red Cross will determine the needs of Chinese victims and buy the goods and send to China. If they determined the needs is less than what the money they got. The surplus will go to an international relief fund. For example, if they received $11 million and they determined that China only needs $10milion. The $ 1million left will go to the international relief fund, not to China. Therefore, you should find a way to donate money to a agency will sent the relief sooner and all the donations they received to China

I am sure that china need more donation than canadian red cross can offer, however, the amount that will be transfered to chinese red cross is determined by the Canadian red cross in Canada. How can they determine the needs of Chinese victims? I would rather donate the money directly to the red cross in china.
China need our help the sooner the better.~!

它网站是分了项目的，我们选的是china earthquake，难道不送到中国吗？

没看到这个帖子，刚从那里捐了500，能有400到中国救行，加拿大红十字募捐方便很多，国内的那个根本上不去。

找遍了网站也没说到底怎么收手续费，气死我了。找到了这个，我想大部分钱都会到中国的，因为他说very unlikely捐献的钱超过需要。

23. How are donations for appeals managed?
When disasters strike or crises develop in Canada or around the world, the Red Cross may appeal for funds in order to provide emergency relief to vulnerable people. The Canadian Red Cross Society values your financial support and undertakes to ensure the best possible use of a donation—be it private, corporate or government in nature. Donations are held within a fund and safeguarded until disbursed for the purposes for which they were donated. Apart from sums required to defray administrative and operational costs incurred by the Red Cross in responding to the disaster, all funds are disbursed in a timely manner to assist those in need. Funds that are not required for immediate use are invested in a manner that is consistent with the statement of investment policies approved by the National Audit and Finance Committee of the Society, All funds are accounted for in accordance with Generally Accepted Accounting Principles in Canada.
The Red Cross determines the needs of the affected population and the type of assistance that is required, based on guidelines and assessments of the immediate, short and long-term assistance required. In the unlikely event that funds collected for a particular appeal exceed the needs of the affected population, the Red Cross commits that the balance of any capital funds standing to the credit of that appeal will either be held or used to support responses to disaster in Canada or in any other part of the world, as may be required in its discretion, and for no other purpose.

我认为通过加拿大红十字会捐款应该是最佳方式， 因为它是最方便，最可靠的，经过长期建设和完善的专业捐款机构。 扣留15%的手续费，并不奇怪也是应该！红十字会是长期的组织，当然需要费用去维护组织的正常运行以确保他的功能。临时的组织， 个人作义务工作，虽没有费用，但他也只是一时一事。 我不介意15%用于维护组织的费用。如果我捐100，要留15%，那我就多捐些就是了。可知道通长的渠道会带来大于15%的效率。

我们中国人最缺的是信任和胸襟，也确系统性的有效的组织能力。我们个个都是小聪敏，什莫都要怀疑，连可以信任的红十字会都要怀疑，15%的正常的费用也要计较。

Anyway, it is very personal to choose the donating media. It is truely great that we can help and give. No matter how much and through what way, well, of course, we need to help the needy ones, efficiency is important as well.
