you still follow the Chinglish way to study English
If you lived at Quebec city, you would speak fluent English after learning. I think you can move back to China, and approach the same goal.
Move to city Quebec, practise French with local residents, that is the way. If you decide to learn English at a non-English area, it is better learning in China, at least your grammer will get more accurate than other area.
Gov give you money to improve your french, not for your English.
so if you want to improve your english first, move to Alberta, that is a feasible and rational. To learn English there in ESL class, you can get 800$ per month, a couple both can get nearly 1500$. That is available only 3 months later after you settled down there. not Like here, you need wait for 1 year.
