There are quite a few places, the Chinese organization is just one of a few.  Google ~Immigration department~ (whatever the proper name of the department that takes care of helping new immigrants to learn French) publish on its website a list of all schools/community centers that offer its free French course.

South shore is dividend into different areas/regions.  I can't remember names.  Google . . . . .
