It is impossible. I have called their office and they told me you must declare your income tax first, and then they would decide whether you are eligible or not . That means in 2006 you might receive your refund.

可以，GST退税。属于消费税，跟收入没有关系。随时可以填，今年的可以给两次吧，7月份，10月份。去税务局要表就行了。祝好运！
