sorry for the late reply.

High speed internet and a regular phone are what you need. But you don't need 开通的电话.  They will send you a phone adapter to connect the modem and phone, then you can start using this service.  It's very simple. I think iTalkBB's parent company is the VoIP(Voice over IP)provider for AT&T, MCI, etc. Their customer service is very good too.  I have to say I love it.
