[其他] How can my niece legally live and study here?

I'm a Canadian citizen working in the States with a H1-B visa. I'm thinking of bringing my 13-year old niece here from China to legally live and study here in the US or Canada. But I don't know how. I'm wondering if someone here already had successful experience which he/she would like to share.
I appreciate any help/information.
