check the recent newspapers. the same thing happened to a quebecer who asked an english service from a police beside a highway, and this police refused and said the same thing. (this quebecer is fluent in french, but he prefered english at that very moment when this police approached him.)

this case has been refered to the a court, (forget the name, probably the commission des droits de la personne). most of newspapers covered this story.
