in theory, you can, but you have to prove that you are actively looking for jobs, and you cannot find job because short of certain skills, such as French, then they will send you to learn French in certain stage of your unemployment.

Go consult with your local HRDC, they will send you to some employment help center, and there they will help you with your resume and other evaluation.

Good luck! you can find a job if you do your best.
