请问，靠领社会福利金生活的加拿大公民能成功申请担保国内的夫//妻移民加拿大来吗？

法律上夫妻团聚不需要收入证明，但移民官有可能要你提供报税单，且国内一方见官时一般也会被问到你在加的工作情况。 如果是靠救济金生活的，一般都拒签。

被拒签的可能性很大，如果是领救济金的肯定拒签。

瀚成签证

可以领救济，前提是Sponsor必须是残疾人。
同时材料出示 显示配偶的到来会支持Sponsor的生活，配偶有工作能力就会过签。
如果是没任何残疾而领取Social Assistance的是不符合担保人的身份的。

were previously sponsored as a spouse , common-law or conjugal partner and became a permanent resident of Canada less than 5 years ago,

are under a removal order,
are detained in a penitentiary, jail, reformatory or prison,
have already applied to sponsor your current spouse or common-law partner and a decision on your application has not yet been made.

Who is not eligible to sponsor
You may not be eligible to be a sponsor if you:

did not meet the terms of a sponsorship agreement in the past,
did not pay alimony or child support even though a court ordered it,
get social assistance for reasons other than being disabled,
were convicted of
an offence of a sexual nature,
a violent crime,
an offence against a relative that resulted in bodily harm or
an attempt or threat to commit any such offences, depending on the details of the case, such as
the type of offence,
how long ago it occurred and
whether a record suspension was issue
were sponsored as a spouse, common-law or conjugal partner in the past and became a permanent resident of Canada less than five years ago
did not pay back an immigration loan, made late payments or missed payments,
are in prison or
have declared bankruptcy which has yet to be discharged.
Other things not on this list may stop you from being able to sponsor a relative.
